Unable to open Programs and Features in WIN 8.1

Question: Unable to open Programs and Features in WIN 8.1

Hi there:
I am unable to open Programs and Features in WIN 8.1 on my 1.5 y/o Surface Pro 2. Noticed the issue about a week ago when trying to delete an older version of Java that was hanging around. Everything else seems to be working okay and I have not lost the internet at all. I was a beta tester for MS OneCare and I remember that this issue is a sign of a virus infection of some kind. Using Trend Micro Internet Security which comes up clean. The UAC has been turned off although the HitmanPro log says enabled.
I have followed the MG Malware Readme Guide faithfully. The UAC is still turned off at this point as I have not moved on to Step 5 as per the instructions.
Please advise and thank you all so much!! Rob Allen

Preferred Solution: Unable to open Programs and Features in WIN 8.1

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

You can download it direct from this link http://downloadreimage.com/download.php. (This link will automatically start a download of Reimage that you can save to your computer.)

Answer: Unable to open Programs and Features in WIN 8.1

Re run Hitman Pro, activate the 30 day free trial and have it remove all it finds.

Delete this:
C:\Program Files (x86)\CaUtThePrice

Give Ccleaner a run (not the reg scanner, just the cleaner itself) to be rid of a chunk of temp files.

Run Hitman again and attach a fresh log for me.

Explain how things are running.

Hi there:
I am unable to access the Programs and features in the Control Panel on my WIN 8.1 x64 Surface Pro 2. I ran across this issue with the last 3 days. I am using Trend Micro Internet Security anti-virus which comes up clean. SuperAntiSpyware is the same. MalwareBites free comes up clean and the MR Antiroot kit said there were no items found.  The FRST would not run initally in normal mode as it said the "Windows was protecting my computer."  It did run in Safe Mode however.  There was a warning about not being able to verify the FRST because the internet was disconnected, but I was able to proceed with the scan.  Any assistance will be greatly appreciated as I realize this is over my head and there is something really nasty onboard.

Hi there:
I am unable to open the Programs and Features in my Control Panel on my WIN 8.1 X64 Pro Surface Pro 2.  I have been through the complete malware/virus removal instructions here in the BC Malware removal Forum.  I am still unable to open Programs and Features.  My theory is that there is a nasty bit of code hiding out someplace that has been missed by the tools thus far.  I remember this type of infection from about 20 years ago but I no longer have any malware removal info from back then plus the software has become more sophisticated. I do have a Hijack This log but we are not supposed to post them here. I have checked the settings  for All Users and Group and the "Hide" functions are all disabled or not changed from the normal default settings. I was advised to seek assistance here by the BC Malware removal Forum.  Any ideas would be greatly appreciated.

Right clicking it and clicking it dosent work either. I can see the window pop up for a second but they it crashes. Anyone know of a fix, i searched the forums and google my heard out to no avail.

Edit : After running the nero 9 uninstall manually, it still wont open. also, running the command appwiz.cpl in the run prompt, it still will not work

Edit 2: Opens in safe mode.... a service maybe...

Edit 3:Windows Update dispays "The Page Failed to Load and Windows Media Player no longer automaticly play video files when i double click on them, on when i go File>open... in a command prompt scf /SCANNOW says that there is no integrety problems.

Answer:Programs And Features Will Not Open

Hello Blazer64,

Since you do not have System Restore as a option, you might do a Repair (Upgrade) install to see if it can fix the problem for you.

Repair Install For Vista

Hope this helps,

Hi there, I used Glary Utilities and was able to remove some unnecessary apps. However, after I removed Amazon 1Button App its icon still appears in 'Programs and Feature' but uninstall option is not available, only change or repair. When I try to change or repair, its not allowing saying the source .msi file is not available. Any suggestions appreciated as to how to remove this amazon feature completely. Also, any suggestions as how to correctly clean all the 'junk' from Windows 8 would be appreciated too.

I installed an application "Clone File Checker" and uninstalled that using "iObit Uninstaller" with Power Unistall" option. After that, i am not able to open Control Panel, Programs & Features, Power Options and System from the Start Menu. Clicking on each of these gives an error in the enclosed screenshots, but all of them display the error message "This file does not have an program associated with it to perform this action. Please install a program, or if one is already installed, create an association in the Defaults Program Control Panel". Only the file names are different. When I try to set the Default Applications, I do get a similar error message.

Moreover, clicking on the File Explorer from the Start Menu opens the Explorer screen, but when I pin to the Taskbar and subsequently attempt to open tit from Task Bar, I get an error message.

Appreciate any help. Thanks.

I have on occasion used iObit Uninstaller but only in the most severe situations. iObit Uninstaller does seem to have a reputation of doing more than what one expects. You might try System Restore to a day before the program was installed. If that doesn't work there's other options in Recovery but they can be more severe that what is needed so be sure to read everything carefully.

Please read every bit of this, as I try to be as detailed as possible. This started about three days ago.First, the fake programs:Windows Antivirus ProAdvanced Virus RemoverSome red X in the system tray that displays "Your computer is infected! Windows has detected spyware infection! It is recommended to use special antispyware tools to prevent data loss. Windows will now download and install the most up-to-date antispyware for you." (Don't know if this is part of one of the above fake anti-spyware programs or its own).I've had one or two of them before. (Gotta love the obvious misspellings and grammatical errors).Secondly, the Task Manager is disabled. So I go ahead and try some virus programs. None of them can get a few seconds into the scan without terminating such as MBAM and SpyNoMore (from what SpyNoMore showed while scanning, I saw the file that disabled the task manager and "Advanced Virus Remover", so if I could somehow get that to do a complete scan, I'm pretty sure it could work.)I came across a program that did, however, do a complete scan. It was called A-Squared. When I began to quarantine the files, though, the window where it says there has been a fatal error and Windows must terminate with the countdown from 1:00 occurs. After that, If I boot up my computer again, explorer.exe is gone AND the task manager is disabled. So I had to boot it up in Safe Mode with Command Prompt. I then took Browse function in the "Select program to op... Read more

I recently had a virus problem and was forced to do a full system restore about 2 weeks ago, I had no problems after doing this, but as this is a shared computer and is sometimes connected to the internet I again have problems.

I have done several virus scans, and nothing has been able to find a problem with anything.
Everytime I open programs and features from the control panel Windows Explorer stops working, I also get an assortment of error messages such as rundll32.exe closing and a runtime error "204 at 02DF24C4"

rundll32.exe also closes randomly when using IE (the only browser) and it closed several times when I was signing up to the forum.

I'm pretty useless with troubleshooting, so I'm looking for a good simple plan of action which doesn't require a reset to the factory defaults.

Thanks in advance

I picked it up from him and tried to install Anti Malwarebytes. It would not finish the install. It would error. Previous to this, he thought he was downloading 7-zip, but when installing, it starting installing other browser Tool Bars and other programs. So I am getting this error whenever i try to open up any executable : Cannot find file <file path> (or one of its components).
Check to ensure the path and filename are correct and that all required libraries are available.

I am guessing it is a virus. At the beginning I was unable to open anything, but i got around it by opening files that are associated with a program. for example a .doc file would allow me to open word, but when i try opening the winword.exe file i would get that error.

Anyone seen this before? This just started happening.

I just received a new laptop about 2-3 weeks ago, and things have been working great up until yesterday. Usually I am at my mother's house, but I was staying at my dad's for the weekend so I took the computer with me. When I turned it on, I noticed that my facial recognition program hadn't started (the place where it usually is was blank). I didn't think much of it until the computer finished loading everything; I tried to open Google Chrome and it wasn't opening. I tried to open all my desktop icons and that didn't work either. The computer did not give me any error messages. The programs were not in the task manager, not even in the processes list. At first I tried running the system file checker, and it was not able to fix anything. After that, I booted in safe mode and tried to open them and it worked. I logged off and restarted in normal mode and everything was fine. But today, I restarted and I wasn't able to open anything again. So I tried what I did yesterday and it worked. So basically I have to boot in safe mode then in normal mode for anything to work.

Sorry for the long explanation. System specs in next post.

I’m unable to run almost all of the programs on my laptop. I get the following error message:

“This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel”

I can open some programs, such as WORD or Publisher if I click on a saved document. But these programs do not open if I click on the taskbar, desktop icon, or program startup icon.

I cannot open or run System Restore, even in safe mode. It will start in safe mode, but once it gets to the point in the process where it reboots the computer I get a message that the computer is unable to open rstu.exe (or whatever the system restore file is called).

I’m running XP. Here’s what I’ve tried so far:

· Virus scan: clean
· Ad-Aware Pro SE scan: clean
· Re-set folder associations to default in Control Panel Folder Options
· Reinstall MS Office
· MS Knowledge base

I’m out of ideas. Any suggestions on what to do besides wipe out the hard drive and do a clean reinstall of Windows XP and start from scratch?

This second computer that I'm working on is Windows Vista Ultimate 32-bit with SP2.

So far, I have not been able to open any flash drives plugged in.
I can open Control Panel but anything I try to open in there brings up a pop-up box that says (title bar: Explorer.EXE) (The specified service does not exist as an installed service.)
Can't open IE
Start menu looks minimalist
Overall, the computer is really slow

I have not attempted anything except Malwarebytes in Safe Mode with Command Prompt

Any help you could give me would be greatly appreciated.

Initially, our problem starting with Internet Explorer redirecting to various sites.
Since I'm a novice user, my teenage son went on your site downloaded several virus, malware removeal apps. He ran Stinger and Malwarebytes Anti-Malware. Several infections were cleared. But now, when we are unable to open programs. When trying to open itunes or microsoft office, the message applicaiton not found is displayed.
If I go into Control Panel, select Add/Remove programs, the message c:\windows\system32\rundll32.exe "Application not found"
Also, on the taskbar, in the lower right-hand side, the Windows Security Alert symbol is displayed.
Today, I ran Stinger and and Malwarebytes Anti-Malware and no infections were found.

I was unable to launch the Defogger.exe file under Normal boot mode. I get a screen that states 'Open with' and a list of appplications to choose.

All the files attached were run under Safe Mode.

Well, this was a recent problem, and I apologize if this is a common or easy problem. Trying google didn't help too much.

After trying to play a game which required a disc (lotr 2 battle for middle earth),I had gotten multiple disk errors that showed up at once. Since then

- all of the desktop icons won't launch the programs.
- pop up notice saying disk is full (though checking the hd shows 10gb still available)
- unable to switch users or log on to any other account ( only the account i used to play the game is useable)
- unable to install or uninstall anything won't work
- no viruses or spyware detected
- check disk shows nothing
- no internet connection (including wireless utility and direct connection)
- system restore does not help

Trying to open a program or switch users makes the screen flash once and return to the desktop.

The laptop is running windows xp sp2, and is a Hp pavillion dv5115nr notebook

I think it might be a hard drive error but I may be wrong

Any help would be appreciated

Problem started earlier tonight. I clicked accept or okay on something that I think was a Windows Update (Honestly, at this point, I'm unsure of what it is I really clicked. I know that's stupid of me to click accept or ok on something I wasn't paying attention to, but it's too late now.) and my computer completely restarted. When it came back up, I attempted to get back on Skype, Windows Live Messenger, and Mozilla Firefox. None of them would open. I clicked on the icons as well as the links in my start menu. Although, on the start menus, it showed as if I was still signed into those programs. My mouse pointer on the screen gave me a little circle as if it were loading, but nothing happened. Suddenly, I got a blue screen with something that said "Crash" and "Dump" in it. I panicked. When it finally restarted my computer again, I still cannot access any programs, including my anti virus. I can get into Pain, My Documents, and such, but nothing else really.

I tried restoring to three days before, but the problem followed me. It didn't help at all.
I also tried Safe Mode, nothing would work there either.

I am using a separate computer to access this website.

I am using Windows 7

Please help?!?

Answer:Unable to open Programs???

It looks like you may have a virus
You need to get into MSCONFIG as soon as you are able to to disable everything in startup and services (leave microsoft services running) and restart the PC and see if it is still slow
Once started with check in MSCONFIG to see what programs start and look for unusual programs, they sometimes have letters and numbers in the name
Let see how you go

I've never really seen anything like this, I can't open any programs except Mozilla.

Scanned the comp last night (AVG, Avast, etc) and it came up with one Trojan Virus...today I turned on the comp and I can't open any programs.
Everything gives me the error message "Windows cannot find C:/Program Files/..." Also I tried to download new virus scanners, since I can't open AVG I figured I might be able to scan and get the virus with a new one, but it gives me an error message about having to open something else, and that it may be a malicious program.

I've been looking everywhere for anyone with my same problem, after a few hours I decided to check here.

I am using Windows 7. A few nights ago, I was turning off the laptop and saw that Microsoft was installing 26 updates. The next time I turned the laptop on, it had on the screen in was updating and had some odd numbers I have never seen before with Microsoft, but it completed and I was able to use the laptop for the next 5 hours and then shut it down. Today, I turned on laptop and it booted into windows fine, but I was unable to open any programs, start button would not work, etc.
Booting into Safe Mode did the same thing to me, after about 4 or 5 times, I was able to move around normally in Safe Mode and run the scans and tools. Rebooted into normal mode and seemed to have "fixed" the problem. I noticed then that my wireless icon was missing, although I did have internet access. Rebooted and am back to same thing again, not responding in Normal Mode, and took about 4 boots to be able to function on Safe Mode. Here are my logs:

Answer:Unable to open any programs

Welcome to Major Geeks!

It does not really look like you are having malware problems based on your logs.

I suggest that you try uninstalling AVG and then reboot your PC immediately.

After reboot, run the below. Some of the instructions for the Windows Repair tool may be a little out of date and you may not find certain options. Just ignore thus and run what you do find.

Be patient while doing the below. The fixes can sometimes take quite awhile to run. Especially the permissions repairs. It may be best to kick it off and goto bed or do something else. It is better not to run anything while the repairs are going on.

Download Windows Repair by Tweaking.com and unzip the contents into a newly created folder on your desktop.

Now run Repair_Windows.exe by double clicking on it ( if you are running Vista or Win 7, use right click and select Run As Administrator)
Now select the Start Repairs tab.
The click the Start button.
Create a System Restore point if prompted.
On the next screen, click the Unselect All button to first deselect all repairs.
Now select the following repair options:
Reset Registry Permissions
Reset File Permissions
Register System Files
Repair WMI
Remove Policies Set By Infections
Repair Winsock & DNS Cache
Repair Proxy Settings
Repair Windows Updates
Repair MSI (Windows Installer)

Now on the lower right side check the box to Restart/Shutdown System When Finished
Then make sure the Restart System radio button is enabled.
Shutdown any other prog... Read more

Hi,

I am having a really annoying problem with my PC at the moment. I cannot seem to open any programs which connect with the internet (iTunes, Poker Agents etc) except firefox and IE.

Kind of annoying since I bought a new iPod yesterday and I can't get it up and running!

If anyone has any suggestions as to how I can start to address this problem, as I haven't a clue where to start, I would be gratefull.

Thanks.

Hey there,

just this morning I haven't been able to run or open programs unless I right click and run as administrator.  After doing a brief search around the web, it looks like this might be some sort of virus.  I've tried to download malware bytes and one other antivirus program and neither files will even begin to install.  For malware bytes, I get an "error creating window class" popup when I try to run the setup.  My computer also will not let me go to organize > search and folder options > view > unhide extensions.  In fact, it won't let me click the organize button at all.  Nothing happens when I try to click it.  Any help here would be greatly appreciated.

Answer:Unable to run/open programs

Update: I was finally able to find a way to show the extensions for programs.  In conclusion, I was able to change the extension and name for mbam.exe and am now running a scan.

I?m unable to run almost all of the programs on my laptop. I get the following error message:

?This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel?

I can open some programs, such as WORD or Publisher if I click on a saved document. But these programs do not open if I click on the taskbar, desktop icon, or program startup icon.

I cannot open or run System Restore, even in safe mode. It will start in safe mode, but once it gets to the point in the process where it reboots the computer I get a message that the computer is unable to open rstu.exe (or whatever the system restore file is called).

I?m running XP. Here?s what I?ve tried so far:

? Virus scan: clean
? Ad-Aware Pro SE scan: clean
? Re-set folder associations to default in Control Panel Folder Options
? Reinstall MS Office
? MS Knowledge base

I?m out of ideas. Any suggestions on what to do besides wipe out the hard drive and do a clean reinstall of Windows XP and start from scratch?

first off, I am so sorry if this is in the wrong place. anyway, I just had a problem not long ago with having antispyware vista 2010 through a torrent download (first time I've used p2p programs in 4 years, seriously) I instantly uninstalled uTorrent, and the popups disappeared. then I ran a full virus scan using McAfee Security Scan, and it picked up 2 Trojans and quarantined them. I though I was alright, but I can't open programs, kind of. if I want to open photoshop for example, this pops up:

so I'll browse and find the program.

and I have to do that every time I want to open a program. I'm trying to open McAfee but I can't find the file to open it. there are so many and none of them work. if someone can help me that would be so greatly appreciated right now.

Yesterday, I downloaded Xpadder 5.3. The only way I can run programs is by right clicking, clicking "Run as..." and deselecting "Protect my computer and data from unauthorized program activity." However, even doing this, I cannot run Internet Explorer and I have to use Google Chrome. Normally, when I am connected to the internet, I have four green bars. Now, these bars are blue. I have already tried System Restore to two different prior points in time, both of which did nothing. Is this a virus or something else? I appreciate any help.

Lately I've been having a problem with my computer, I will turn it on then after 10-20 minutes or so I'll try to open Taskmanager and it wont open, but the green status square appears in the start bar, near the clock (the box shows how much of the RAM is in use)... Also when Taskmanager wont open other programs wont either, such as AOL Instant Messenger, ICQ, Excel, Word, etc.

I dont know what the problem is, I have 512 MB of RAM and a 1.1 Ghz processor, when it happens I'm not running a lot of programs, infact most of the time no program is running

The only way to fix it is to restart the computer, but I shouldn't need to restart my computer 10-15 times a day just so it works properly, does anyone know what may be wrong with it?

~I was told to post this here, and see what help I could get. If at all possible, I do not want to restore my computer. It won't let me back up my files and I have very important immigration information on here. ~

Hi, This is my first post and would be grateful for your help. At work my computer is a dell using Windows XP Professional (version 5.1 service pack 3. Last week a popup box came up and I assumed it was the security virus and shut my computer down. Then I started it up in safe mode and ran malewarebytes scan. It found 2 files infected (Trojan FakeAlertRP Gen) and (Trojan.FakeAlert). Both were quarantined and deleted succesfully according to the mbam log. When I restarted the computer I wasn't able to open any programs such as Microsoft Word,Excel. I recieved an error box "application not found". I tried to open Maleware Bytes to scan again and was directed to an "open with" box. At this point I was logged on as a user (non-administrator). I logged off and logged back on as an Administrator (which I am very hesitant to do as I'm nervous about inadvertantly making changes that would damage the computer). As an administrator, in safe mode with networking, I was able to open malewarebytes and do another scan which came up clean, no infections. I was also able to open the programs I wasn't able to as a user.

Again, any help would be appreciated.

You guys have had this before I can only imagine but didn't see this thread in this section. I have been fighting an issue for over a month. I think It started after I resubscribed to Kaspersky a few months ago. Most programs wont open or when they do its 10-15 min to do so. No mouse at times. Unable to acsess start screen on other files. Will get stuck in a restart/shutdown which I will then do a hard reset. After it comes back the issue remains. I am fairly capable of trying different things but have had no luck, chasing "fix's" So far I have tried the following:

-Uninstalled and reinstalled chrome
-Installed malwarebites and removed 144 "threats" had read Kaspersky and mw bites were competing for CPU so I uninstalled it. currently not on my machine.
-viewed kasperskys cpu usage in task manager at the most for a moment is 23% typically 3-4%
-contacted kasperskys support asking about its functionality within windows 10. they had my select an option in settings "concede resources to other programs
-disabled Kaspersky "protection extension in chrome
-reset winsock and restarted which worked for a day (yesterday) now back to same.

I think that's it. I had read about an updated driver but got a little confused on which. Also concerned that each "fix" I try is creating a new set of issues. Would be forever in debt for some help. Thanks in advance.

Answer:Unable to navigate and open programs

Hi, sorry to hear of your problems.
First, let's check the effect of 3rd party programs: what happens if you do a clean boot (including for the sake of it disabling AV protection and disconnecting your internet for safety)?
How to perform a Clean boot in Windows 10 - TechNet Articles - United States (English) - TechNet Wiki

If no change, also download and install Nirsoft's Shellexview, and a. hide all MS items b. disable the rest.
This will check the effect of 3rd party shell extensions.

If no change, reverse the above.

Now - if you've not done it previously- from an elevated (admin) command prompt do
chkdsk c: /F

then
SFC /scannow
and post back your results.

Note: Disk imaging is very strongly recommended. A disk image allows you to restore your PC partition/disk exactly as it was when you created the image. So, in under (say) 40 mins, you can restore a PC to how it was, and have the option of replacing a hard disk (for better or new), and have a full backup from which you can recover files.

Aomei Backupper or Macrium Reflect - free- plus external storage medium + their boot disk.
Using disk imaging regularly and before and after any major change can preserve your PC and your sanity, allowing you potentially to recover from disaster without technical help.

Hi everyone.

Recently, I have encountered troubles with Windows 10. I am unable to open any programs, including Chrome or Edge. I can't even Power Down.

I have tried to reset my PC, but only comes up with "There was a problem resetting your PC. No changes have been made."

I don't have any instillation media as I upgraded last year from Windows 8.1, so I am quite stuck here. This is especially unfortunate as I have purchased a new graphics card (RX 480) and was hoping to install it.

Any help would be greatly appreciated.

Thanks,
Jake.

I'm fairly computer illiterate, so please bear with me.

ETA: Windows xp Pro version 2002 sp3
Dell Dimension DIM 3000
Pentium 4 CPU 3.00 GHz
2.99 GHz, 1.25 GB RAM

I have windows xp pro sp3 on my home desktop. Over the past few weeks, I noticed it was running slower and crashing more often. Earlier this week, I noticed that after I turned on my computer and logged in, I couldn't do anything. I couldn't open any programs by double clicking on the icons. If I attached my digital camera to the computer through the USB port, the automatic download wouldn't start. I can move the mouse around, but I can't open anything. Sometimes I can open My computer or a folder when I first turn on the computer, but after a few minutes, I also can't do that any more. I also can't shut it down without manually turning it off.

I ran my virus scan (AVG) and spyware (Spy Sweeper) in safe mode and got nothing.

2 days ago, I decided to try to open programs using the start menu/run. It worked. I was able to run AVG and Spy Sweeper again. I got a few tracking cookies through Spy Sweeper, and nothing through AVG. I googled and asked some friends. At their recommendations, I downloaded and ran CCleaner and Advanced System Care. I made the fixes they recommended. ETA: I also ran Malaware's program - one threat was found. I was able to download Adaware and was trying to run it when my whole computer crashed and automatically shut down and turned off. After the ada... Read more

Ok, so this is a pretty long story. I turned my computer on one day and all of a sudden i can't double click on files and programs to open them, when I do the icon just turns a lighter shade and nothing happens. I tried opening the programs from the start menu but it randomly says do you want to make a shortcut of this file on your desktop. the only way i could open anything was to right click on it and then open it. So i went on and then the problem disappeared and then reappeared. The next day I turned on my computer and my desktop changed itself to light blue.Same problem as before except this time when I right clicked on an Icon it didnt give me the option to open it. So I restarted again and then my desktop image came back but still it won't let me double click on files or open them from the start menu. I've ran spyware doctor, didnt find anything. should I run norton? Any help? please?

I was infected with a pile of trojans, and viruses, adware and who knows what else. I was trying to do some work from home, so I moved my security down and I think this is when I got the dump. Dumb I know. SuperAntiSpyware found almost 200 in files and registry. I also used SmitfraudFix to remove SmitF. I downloaded Hijack this, but I can't access it because every time I try to open a program it asks what I want to use to open the program, and one of the programs listed is called weryu456y 34fg erhr etfyg r. This is a program that always opens when I turn on my computer usually with an error message, so I never worried about it. Now its getting on my nerves. I also am unable to access anything in my control panel, I get the message windows/system32/rundll32exe "application not found". Can someone please help me with this, I just want to run a hijack this log so that I can get rid of this stuff.

Answer:Infected, Unable To Open Programs

Some malware infections target .exe files and without repairing that file association your .exe files will lose functionality. The first thing to try is to check your file association for .exe files. Open the "File Types" dialog box in Windows Explorer or My Computer. Go to Tools > Folder Options > File Types tab. Scroll down to where .EXE would be in the alphabetical order and make certain .EXE is not there. If it is, then edit it there by changing the association to Application. Select the New button, type in EXE for the extension and select the Advanced button. From the list pick "Application." If that does not resolve the problem, try downloading EXE File Association Fix and save to your Desktop. Extract (unzip) xp_exe_fix.zip and double-click on xp_exe.fix.reg and choose "Yes" to merge it into the registry when prompted. Once you get a successful message delete the file and reboot. Also see:"Unable to Start a Program with an .exe File Extension" "Fix or Restore Broken .EXE .LNK .COM Association Caused by Virus"Note: Some of these steps involve making changes in the registry. Always back up your registry before making any changes. If you are not familiar with working in the registry, then you should NOT attempt to make any changes on your own. Improper changes to the registry could adversely affect your computer and render it inoperable.

Thanks,
Jake.

Answer:Unable to open any programs in Windows 10

1. Create a new local account, make sure to change it to administrator type, log in with the new account and see if the problem remains:
User Account - Add in Windows 10 - Windows 10 Forums
Account Type - Change in Windows 10 - Windows 10 Forums

2. Create a Windows 10 installation USB flash drive or DVD directly with the Media Creation Tool or from an ISO file downloaded from Microsoft:
USB Flash Drive - Create to Install Windows 10 - Windows 10 Forums

3. If the problem is not fixed with a new user account in step 1, then use the installation disc/drive you create in step 2 to do an in-place upgrade repair install:

I've had a malware problem for about a month. Every time I remove it with malwarebytes or adaware, it will come back again as soon as I would use the internet (particularly if I did a search on google). I would usually get redirected to another site advertising something. Last night, I got redirected and quickly tried closing the tab before it could load, but instead, my computer rebooted itself and now I am unable to run any anti-malware programs (or even access the internet directly with firefox or explorer). I've tried renaming the mbam.exe as was suggested in another forum but that did work either. And I've tried to create a log so I can post it here but it won't let me download and open the DDS.SCR program. What should I do?

This morning I did a system restore due to contracting malware. After the restore when I tried to open any program in windows I received a dialogue box saying 'choose the program you wish to open this file.' When I selected ie another dialogue box popped up asking me to click 'run' It looks like it wants to download, but of course I know that windows shouldn't behave this way.

Online research recognized the problem and suggested downloading a program called FixExe, but I am in no position to download anything since I am unable to open my browser.

Furthermore, I am unable to access safemode as my F8 key is not responding.

Thank you for any suggestions.

I tried to "fix" my computer a few days ago.

I took it apart, cleaned it, and was done.

I put it back together, had a few small problems, but it was okay a little bit afterwards. I have an HP Pavillion DV6. The keyboard was unusable for a while and caused beeping on startup, so I detached it for a few days. (I washed my keyboard) Afterwards it was okay though.

However, after a few days of basically no problems, now, various internet browsers do not open.
Internet explorer is the only exception.

SRware Iron, a build of chromium will not open.
Google chrome will not open
Firefox will not open.

StarCraft II, for instance also will not open. However, the battle.net client WILL.
DOTA will open.
Movie maker will open.
However browsers STILL will not. The W8 taskbar shows the program highlighted white as usual-as it does with all open programs- but the white fades out after a few seconds, and that's probably when it drops to 0% cpu usage in task manager.

Other programs that actually do open appear to consume CPU usage normally.

Runescape will
Minecraft will
Microsoft word will
Adobe acrobat reader will.
Notepad++ will open.
Cmd will open.

When I say "don't open", they appear in Task manager at a decent CPU %, and afterwards they drop to 0% cpu usage and float there indefiniately.
After a while, when I go on and do other things, they can occasionally open. However this is very tentative. Of course, SCII is a large prog... Read more

Last week Friday, I had problems scanning from my HP6110, so I restarted my computer. When it restarted, it went into an automatic repair that said would take a "few minutes." After about half an hour, I tried to cancel the repair, but a message indicated it would not stop. After about an hour, I hard booted the system, but the computer would not start. I let the repair continue and was able to start the computer after two or three more hours.

Since that repair, I have been unable to open many programs, including QuickBooks (2010, 2011, 2012 & 2012 Enterprise), a tax program, IE, Kaspersky and iTunes. I am also unable to install windows updates, and get error code 80070641. Adobe Flash is not working. Kaspersky will not "turn on." (When the Windows update problem started, I also had error code 641. That is now gone.)

I cannot restore to a point where the computer worked -- the last restore I have is from after the problem. I have tried re-registering msiexec, run MS Fixit Install/Uninstall, Fixit 50809, Fixit Performance, Fixit wuRNP, installed and completed a Spybot scan (no problems), tried to install an updated Java (I can't listen to music via my browser because of a Java issue), merged the default .exe associations in my registry, checked my Event Viewer logs for issues when my computer went through repair, deleted every instance of Norton/Symantec security that I could find, tried sfc \scannow but got hung at 41%, completed chkdsk, ran... Hi there.

Last night, I foolishly forgot to disable automatic updates and when I woke up to use my computer in the morning, alas, a magnitude of drivers suddenly stopped working. I quickly turned to a system restore, but that's when things somehow got worse.

Now, when I boot up my machine, it can launch any base application included in Windows, such as Task Manager, Calculator, Explorer, etc. However, if I try to open any application such as Firefox or Skype, the process will appear briefly in the 'processes' tab in Task Manager, and then quickly disappear.

Thankfully, all my drivers appear to work as they used to, but I simply can't run any applications other than pre-packaged Windows programs.

I'm quite positive I don't have a virus. I fear that it may be a registry corruption, in which case I do not have the available discs to perform a system repair. I only have my OEM disc.

I'm running Windows 7 Ultimate 64-bit.

Computer crashed after trying to download/run upgrades to my Quicktime and Real Player after Secunia advised they needed updates. When I booted back up, the antivirus program, Avast, and other programs were gone from the active bar. On trying to open them from the Start menu, the 7-zip program comes up unable to open Avast, or to get online. I managed to get online when I chose the 7-zip program to use the web to seek help. That opened Firefox which is my default browser. On trying to download Avast (or anything) it is downloaded to my desktop to open and run, but again I can not open it and run.

I have the same experience with your utility, Download TSG SysInfo. 7-zip opens and I do not know what to do with it to make this utility run so I could provide some basic information about my system that could be helpful.

Hi,

I've been getting multiple error messages after downloading and attempting to install a recent windows xp update 2 days ago.
I've read a lot of the other threads online but couldn't find this variation. Would be grateful for useful advice/fix. I'm an absolute beginner, and reading things like CLEAN BOOT scares me to death :/

After the install, I've had a couple blue screen episodes with the STOP error message mentioning: 0xC0000005, 0xBF812501, 0xA6D8733C, 0x00000000 - I've searched these error codes but haven't been able to find anything that makes sense to a layman like me!

PC is booting up fine it seems, but some programs that I'm trying to launch (eg Photoshop; Illustrator; iTunes) returns the following error message: The Application failed to initialize properly. Click on ok to terminate.

I've considered downloading the service pack again from the website and reinstalling..but I can only do this via IE. However, each time I try to access IE, it freezes, and on last attempt it jumped to the aforementioned blue screen.

Would be extremely grateful for a fix as I can't access my design programs critical for work.

My system is XP pro - i don't have the CD. I really don't want to lose any files. I just want to be able to open my programs again!

Many thanks.

So I was using powerpoint and went into slideshow mode. After I exited it, all of my desktop shortcuts are missing. I tried restarting it but it was still the same. My screen just shows my wallpaper and the taskbar at the bottom with the short cuts on the desktop all missing. The programs that I pinned on the taskbar before are still there and I can open them but it doesn't show on my screen. I am able to play music thanks to the back, play/pause, forward buttons that come up when you hover the cursor over the spotify program at the taskbar but I can't bring up the spotify window. Also, I realised that the time, wifi, batt etc. on the right side of the taskbar is gone. I can't open taskmanager as it is the same with the other programs (Shows that it is open at the taskbar but can't bring them up). But, the windows apps (From the windows start menu) are all working normally. Can someone please tell me how to solve this problem? Thanks!

Hi there! All right, I was infected with one of those fake anti-virus programs that tell you you've got a million infections that don't exist. I ignored it, started up in safe-mode, and deleted what I could manually. Seemed to solve the problem. But now, my Malwarebytes program won't open (and it's such a godsend, thank you so much!) nor will my Spybot S&D (though the Teatimer was still working fine). I also can't get past the third step in a system restore; it just won't actually start the process.

I've made attempts to redownload and reinstall Malwarebytes, but the program would just freeze; it also wouldn't complete an uninstall command (which I attempted to see if it would help a reinstall).

Every time I start up, also, I get a Viewmgr.exe error; I'm not sure if this is related, and none of the sites that came up for a search have been able to help.

In any case, I'm not sure if this is in the right spot (sorry!) because I'm not sure if this is the work of malware, but I'd greatly appreciate any wisdom you have to offer!

Hello, let's see if we can get a Malwarebytes log thru one of these. Some types of malware will disable MBAM (MalwareBytes) and other security tools. If MBAM will not install, try renaming it.Before saving any of your security programs, rename them first. For example, before you save Malwarebytes', rename it to something like MBblah.exe and then click on Save and save it to your desktop. Same thing after you install it. Before running it, rename the main executable file first***Right-click on the mbam-setup.exe file and change the .exe extension to .bat, .com, .pif, or .scr and then double-click on it to run.If after installation, MBAM will not run, open the Malwarebytes' Anti-Malware folder in Program Files, right-click on mbam.exe and change the .exe as noted above. Then double-click on it to run..***Another work around is by not using the mouse to install it, Just use the arrow keys, tab, and enter keys.***Open up command prompt, type in following commands: XP >> click the Start menu at the lower-left of your computer's desktop and select "Run". I'm running Windows 7 and a few months back had to remove Snap.do and some other unwanted programs.  I managed to get them off, I beleive.  I'm not sure, but I beleive I had to delete some folders to get them off fully. Subsequent Superantispyware runs did not report any unwanted programs.
This morning Avast alerted me Snap.do was back.  I opened a browser and confirmed the home page was hijacked.  Avast said it could remove it for me and when I looked, the home page was back and Snap.do wasn't on my list of programs in control panel>prorams and features.
I ran malware bytes and nothing too bad was found.  I ran Superantispyware and it reported regcleaner pro, Advanced Sysrem Protector and AppsHat Mobile Apps were installed.  I let the Super antispyware try to remove them and also cleaned out some tracking cookies.  I cehcked programs and the 3 weren't there.  Re-running Super antispyware however keeps reporting they're in my system.
Any ideas?  Was my original removal not successful?  Can these apps hide?

I have Windows 7 Prof x64.

My question is, when displaing all software installed and choosing more columns of information to display, they don't stay. For example, choosing Location column. Getting out of the installed programs list and then returning to it, the Location column is gone.

Is there some what to get the columns to be persistent?

Thanks in advance.

Answer:Question about Windows 7 Control Panel\Programs\Programs and Features

The Programs and Features listing is shown to you by the Explorer app. Each time that you open/close the Windows (file) Explorer while viewing a folder (or a special view/list like the Programs and Features listing), Explorer tries to write info to the registry about how Explorer was showing you that folder. Windows (file) Explorer tries to write this "how to display a folder" info at other times besides just closing an Explorer window, but I'll not go into all of that.

Microsoft has not solved the problem that happens when these places in the registry get too big. When this happens, you may see the problem that you are experiencing - that of no longer being able to store the layout/view/column width/column selection/... info in the registry.

Below is video that I made showing registry keys being made. (I'm not suggesting that you mess with the registry.) Notice that new keys are made when visiting the folder named Temp. Deleting this Temp folder does not remove those registry keys. If you close Windows (file) Explorer while viewing a compressed folder (a ZIP file), the Explorer app tries to make keys so that it can remember how it last showed you that folder. If you delete or move that ZIP folder to another location, the original registry keys remain. So you can see how this area of the registry can fill up.

edit: I had to make this video again. I hope that I covered all of the original points.

One solution is to remove all of the entries/keys in the areas of ... Read more

I recently opened up my uninstall list and a lot of my programs are missing i tried restoring my computer to before i downloaded quick time (which i think is what the issue was) but the restore came up with an error 0xc0000022 saying it failed to restore, i tried an sfc scan and it came up with something being corrupt that would be fixed on restart, i restarted and tried to restore again but it still did not work.

I have uninstalled quick-time already but the problem is still there, also my antivirus picked up root-kit in hamachi so i uninstalled that and did a full system scan from boot with avast, i haven't tried restoring again in case i lose any progress or the virus is restored.

So basically i have two problems: Programs missing from my programs and features list, and System restore not working 0xc0000022

I know i should do something with the CBS log to check but ill leave that for you guys to decide, thanks for the help.

Answer:programs missing from programs and features, recovery failed 0xc000002

Download and run Revo Uninstaller for the missing programs.

As far as your rootkit, simply removing the program doesn't remove the malware. Run a scan with Malwarebytes anti-Rootkit, then run Malwarebytes standard and then run Eusing to clean up the entry points of your virus.

Also, go into your AppData directory and clean out all the Temp files in there. Delete them for all user accounts on the machine:

C:\Users\YOU\AppData\Local\Temp for example.

A family member was tricked in to downloading and installing some stuff from the Internet on to a laptop that has Windows 8.1 Pro 64-bit with Media Center. I removed the stuff but noticed some other problems. I'm not sure if these are new problems caused by the useless stuff that was installed or if these problems existed earlier.

In Control Panel, Uninstall a Program, not all installed programs are listed. Oddly, the only listed installed programs have names that start with the letters Mi.. or Mo.. Only 14 programs are listed. In Start menu, All Programs, I think some programs are missing. The list seems unusually short. The laptop has a Win 7 style Start menu because IObit's Start Menu 8 program is installed. In Control Panel, System and Security, Administrative Tools, there were no shortcuts to the tools. I fixed that by using SFC /SCANNOW.

I tried using System Restore to go back to an earlier date but that didn't bring back the missing programs. I undid the restore. I created a new Windows user account. The new account had the same issues.

I guess the missing programs could be the result of malware. I don't remember exactly what I removed. I only used the free version of MBAM to clean up. I tried restoring everything MBAM quarantined but that didn't help. I requarantined the stuff. It was mostly, if not all, PUPs.

Any ideas for bringing back the programs that should be in the Start menu and Programs and Features menu?

Answer:Missing some Programs in Programs and Features (Uninstall a Program) Menu

I gave up. I restored the operating system and reinstalled everything. No problems now so I guess the problems of missing programs and BitDefender not working was caused by the malware/PUPs- a buggy installer.

I have run into a strange problem. I have searched and found other people with the same issue but no solution. Almost all of the programs in the programs and features list in the control panel are gone. the programs are still there in the start menu and can be opened. But I can not open pdf files on my desktop anymore, I would uninstall adobe and reinstall it but it isn't in the list to remove it. Thanks for the help.

Recently, I noticed that when I click the "Uninstall or change a Program" button, "Apps and Features" in the Settings window opens rather than the "Programs and Features" window it always was. I preferred that window as it showed more programs and gave more details. Is there a way to make the "Programs and Features" window open instead? Or is this result of an update?

Answer:"Uninstall or change a Program" doesn't open "Programs and Features"

What I use is the familiar Control Panel. I put Control in the Search box and click the resultant Control Panel item. Once it is open I right-click its icon on the Taskbar and choose Pin to Taskbar, always there for me to make a choice. I use it nearly every day.

A couple days ago I was on...Gooveshark(I don't really remember though but that's a safe site right?), when a 'vista security Antivirus' box popped saying you're not protected you have a bunch of infections. It looked oddly similar to windows defender, which I don't use-I have McAfee, but i knew it was spyware because it wasn't mine, looked suspicious, and because I googled it. I downloaded SUPERantispyware and ran it, but I didn't change the preferences, I'm not sure how much that matters; besides, I downloaded it from another site and wasn't given any instructions beyond how to download. I also didn't know to save it to C:\, Firefox didn't let me choose (I have now changed it to 'always ask me where to save files'). If i remember correctly SAS only found three infections and quarantined/deleted them and I restarted my computer. Ever since I haven't been able to open anything without a "choose a program to open this file:" window appearing. The only way I can open Firefox is if i click on it from the 'open with' window.

I ran the READ AND RUN post and followed it to the t. I also read any post I found similar to my problem-none helped. I thought it would be safer to start a new post.

Problems I had with running the scans: I was unable to save to root (C:\) a box apppeared saying I didn't have permission to save there, the only thing i could save there was MGtools. When I... Read more

I have Macafee Security installed but cannot open and cannot run Malwarebytes program to scan for what the virus is. Even in safe mode the programs will not open...I have read several threads that suggest running a program called Combo-Fix or HijackThis, but after downloading both, they won't open either...When windows opens up I get an error message stating: "cannot find c:\WINDOWS\system32\msaoxmtw.exe"   It also says to remove it from my registry if not needed or something...Problem is I can't even run regedit to check my registry files because I get the same quick black box with a message referring to an "msgidixx.exe" file that also does not exist on my computer...Any registry cleaner or spybot program I try to run will not work because they won't open...Hope that wasn't too confusing but I have no clue what to check next and would appreciate any advice. Unsure as to what exactly is going on with my computer, but after a certain amount of time elapses all the text from my browser--tabs, icons, too, and main bar on top--disappears. I then go check my computer and they begin doing the same thing as I begin clicking on it. I can open certain files but cannot distinguish which file is which because text has disappeared. However, when I restart my computer the problem always goes away until a certain amount of time passes again and it does the same thing. I have no idea as to the problem but I have taken the actions you have suggested and am attaching them. Please help, thank you.

I am using Windows 7 Home Premium.
About four weeks ago I opened my Task Manager when my computer seemed to be working harder than it should have been. I noticed the CPU Usage dip from ~45% to ~20% which was still ~7% higher than the individual processes added up. Once I clicked "Show processes from all users," the individual CPU Usages added up to the total usage, without any noticeably new processes. This occurred what seemed like every time I used my computer, with different programs, or combinations of programs, running - until I got in the habit of opening my task manager upon start up and monitoring the processes always so they will at least stay accurate, and lower.
I interpreted this to be the beginning of my problem.

I began running frequent scans with Avast, and discovered that Avast was unable to carry out any actions on the files it found to be infected. I would manually delete them just to be safe. There were around 10 (forgive my bad memory, it has been a month). Most were low risk, a few Google Chrome Temp Files if I remember correctly, and 4 "Severe Threats." All I can remember about those is that they had containing folders with verrrry long names comprised of a series of numbers, letters, dots, and underscores within the Windows folders (not system32). There were two folders, and two files in each. They folders were the same up until the last set of 7 or so numbers. The files were the same type with the same names in each (one started with a 'w'... So I don't know if this has anything to do with my configuration or if it's a bug, but either way it's really annoying me the last few days. I should also note that I'm running StartIsBack, so perhaps it's to blame?

But anyway, if I click on start and type "windows update", one of the search results, under control panel, is "view installed updated". If I click on that icon, nothing happens. No new window opens nor does the start menu close. Is anyone else experiencing this? This isn't the only program that's given me problems, but just one off the top of my head that recently gave me some issues.

thanks in advance.

I recently have encountered a problem with my laptop. Everytime i boot it up and try to load a program it doesnt load and i get the error message "Failure to display security and shut down options" when pressing ctrl+alt+delete to access the options. I have also tried pressing ctrl+shift+esc to access the task manager directly but no luck. I uninstalled google chrome as I tried system restore and it said it was not restored due to a google update file. THere is no web broswer installed at the moment, and any attempts to install or run a program are met with the computer freezing and not responding. Any help would be grealty appreciated as i dont want to fresh install windows onto this computer and lose all settings and configurations for the programs and such.

Before doing a System Restore to a date before the problem or a Factory Restore [loses everything] I'd go to Control Panel, Programs and Features and turn Internet Explorer back on in "Turn Windows features on or off". I'd like to be rid of IE but a number of the Microsoft sites I access require it.

So today after turning on the computer I got this every time I click anything on Chrome:
Chrome.exe - Entry Point Not Found
The procedure entry point GetPrinterDriverDirectoryW could not be located in the dynamic links library WINSPOOL.drv

So then I tried opening Word to do some work. It suffers an error which it does not describe and will not open. This only started happening at the same time as the annoying error messages detailed above. On resetting the computer the problem did not go away and I noticed various similar errors to the one above but instead of Chrome it might say ATI something or other similar start up programs.
I did nothing to cause this and there are no viruses. I googled everywhere but cant find much. Please help

I got worried about the computer because when i attempt to log in to ebay or amazon it takes me to a page which looks like an ebay or amazon page and tells me that theres been a problem with my account and i must enter all my credit card information and social security number, etc. I already knew ebay and amazon would not ask for somethinbg like this but i can not access them at all now in any web browser on my computer, so i went and bought $69 antivirus cd from kaspersky which will not do anything, including fully install in my computer, so then my friend told me to go to majorgeeks.com and download an antivirus there, which i did but it also will not fully download or work. I tried accessing them and downloading them in safe mode but that does not work either.

Hi all,
A few days back I started to encounter problems with my laptop. When I boot up and log into windows an error message appears saying that "This application failed to start because comctl32.dll was not found, Re-installing the application may fix this problem."

The message continues to appear for several programs when I click accept, running through about 6 or 7.

I am unable to open many programs, such as my anti virus, mozilla or chrome. Although I can open photoshop for example and IE, but cannot get online.

I have been doing some reading online regarding issues with this particular dll file but as of yet have been unable to find a solution.

I had a friend with an identical setup send me a copy of this file and tried to replace it on my laptop, but windows said the file was in use by another program and I am unable to replace it.

I don't have any installation or repair dvd. Stupidly I never made a recent backup, nor have I created a system restore point for a number of years.

Right now I have no idea of how to proceed, so any advice you may have would be very much appreciated.

Many thanks!

Hi,
Just thought I'd update on this. I found a link via google about how an update to the panda antivirus causes this.

A thread is located here: Panda Security Forum - View topic - Can't run Panda Recovery Tool, missing Comctl32.dll

Also Panda has released various fixes, none of which have worked for me, but it has improved.
Here is a link to where the fixes are: Soporte Técnico - Panda Security

I hope this helps anyone out who encounters the same issue.

I recently had the 'hello4' virus on my computer and I think i successfully removed it using SuperAntiSpyware. I am running XP professional. My problem now is that nothing on my computer works:

- Unable to open pdf documents. Get the message ' There was an error opening this document. Access denied'
- Unable to open any office documents. I get the message: 'unable to access ...xls/doc etc. The document may be read-only or encrypted'
- Unable to open OutLook. I get the message 'You do not have permission to access the file ....outlook.ost.
- Unable to open many of my other work-related programs. Get different errors but mainly along the lines of access denied, or no permission.
- Unable to copy any of my documents onto an external harddrive or USB. I get the message 'cannot copy xxxx. Access is denied'. On the flip side, I am able to open pdf and microsoft office documents from external storage devices.
- Unable to attach any documents to my web email (yahoo & gmail). I get an error message and it doesn't attach. I am able to download documents off the internet and open them on my computer and save them to my external USB drives.

I realise my computer is probably screwed and needs re-formatting but I need to find a way to backup all my important documents before I do so. I have tried doing a system restore to a previous good point but I'm unable to select any date before I erased the virus.

Please help!
