Question: Access denied control panel

When I try to open any of the programs in the control panel I get a message that says 'access denied'. I run windows 98. help please as I want to uninstall some progams .

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

click hereclick herefor some suggestions; You most likely have A variant of the CoolWebSearch on your system. Download and run from your desktop CW-Shredder , hit the scan button then the fix button, let it run and fix what it finds. Next you have to replace your version of control.exe, that files is located in your Windows folder (C:\Windows). The file that is there now is a bogus file - delete it if the Shredder hasn't already done it for you. You can get a fresh copy from your Windows CD , restore disk, or cab files. It's in a folder called Win98 for Windows98 or Win9X for Windows ME. For Windows 98 - look for Win98_44.cab. Windows ME, look for Win9X_16.cab. You can also download it here: Control.exe for Windows ME Control.exe for Windows 98. If after doing that you still can't get into the control panel, download HiJackThis and run a scan of your system. Check entries 05, 06, and 07, if they exist, have HJT fix them, reboot, see if the system is OK now. HiJackThis-Explained You should also download and run SpyBot to get rid of the rest of the junk on your system, just make sure you update it first. This may need to go under the WindowsXP subforum, but it seems to have started out with adware problems. I had been infected with one of the Cool Web Search variants recently, which kept changing my about:blank homepage. I managed to get rid of that with CWShredder.
Now, however, I can't access any of my Control Panel features. I've run HT and Spybot, but don't see anything suspicious left. I've gone through the Registry manually, but again, nothing that looks out of the ordinary.

Searching the Web for this problem, I only came across similar problems from people running Win98; they were told to reinstall rundll32.exe from their cab-files. However, I'm using XP and that solution doesn't work.

Does anyone have an idea how to solve this?

Download Deckard's System Scanner (DSS) to your Desktop. Note: You must be logged onto an account with administrator privileges.

Note:

DSS automatically runs HijackThis for you, but it will also install and place a shortcut to HijackThis on your desktop if you do not already have HijackThis installed.

Close all applications and windows.
Double-click on dss.exe to run it, and follow the prompts


If the following message from DSS appears, please click on "Yes" to allow it to download HijackThis, if you don't already have it.



Allow DSS through your firewall to download HijackThis by clicking "OK"

Hi, looking for any help with no control panel and many other issues. Previously had some malware and also some virus apparently was removed a long time ago but still I have no access to many functions although I can use the internet. Below is a current log thanks!

Hi,
I have a friend with a computer running Windows98SE, he has been trying to setup broadband but everytime he tries to get into control panel/network properties he receives the error message ' Access is denied ', he has tried start/run and typing in 'control netcpl. cpl' to try and open network properties but it is saying that there are missing DLL files, can anyone tell us what has happened here and if there is a solution to the problem other than re-loading windows, any help would be appreciated..........Thankyou!

Please print these instructions for reference, as you will have to restart your computer during the fix.

Note: You will need to run this tool while having an Internet Connection. The tool will download other files while running.

Save it to your desktop and run it. Click Next, then Install, make sure "Run fixit" is checked and click Finish.

I seem to have gotten some trojans, so far 2 of the trojans that have shown up on online virus scan are Agent.G and Dyfuca.m ...the trojans show they are uncleanable, I am unable to run programs, keep getting a popup message that is saying:
C:\Windows\System32\Autoexec.nt. The system file is not suitable for running ms-dos and microsoft windows applications.

I did some searcing around the boards, found a similar problem, tried the fix, but it didn't work.
I am unable to access much of my control panel, keeps telling me I don't have permission.
I am unable to delete some files, popup keeps telling me the file is in use and can't be deleted....I am running windows xp pro. Can someone please help me out with this?
Another thing also, I tried to download and run AVG but I keep getting the MS-DOS pop up that I mentioned earlier in the post.

I'm considering re-formatting my hard drive because my computer doesn't contain a lot of personal information and I have a virus that ravaged the computer (although this isn't a virus removal question). My question is if I do re-format my pc would it be likely that I'd get access to my cd drive back so I can re-install windows?

Some more info:

When I put a CD in nothing happens. However I can still boot from CDs.

Although "control panel" is removed from the "my computer" folder I can find it in the pull down menu in "network connections" but when I click it a message says "this operation has been cancelled due to restrictions in effect on this computer. Please contact your administrator."

When I press ctrl + alt + delete a message says "task manager has been disabled by your administrator."

Hi guys. I think I have a serious problem with some malware here.

The symptoms are;

1) an error msg when I boot windows, something to the effect of;

"C/Windows/System32/print.exe - cannot be found / is not accesible"

2) I also cannot access the control panel as I get the following msg;

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system Adiministrtor"

There are also a few suspect processes running- in particular one called "logo media translatedotnet server.exe" ...which had bad news written all over it

I have read about this problem elsewhere - and have ran AVG anti-virus - which found infected files and deleted them but did not remedy the symptoms.

I also updated Java as I read that this may have been the route of the problem

This is my Ma & Pas computer - so I dont know exactly when this happened or the likley source...

I would keep poking about but I feel that this one is over my head!

I have a Lenovo G560 and i only see one account when i log onto windows whichs is mine but some how my boyfriend logs in without changing my password and now i am not the administrator i cannot open change or delete a single file.

Please help i tried booting doesnt help. it says cannot find path or environment variables then it says contact system administrator which my account is. I cannot do a system restore cause it wont let me says denied

I am running on windows 10 and recently upgraded from windows 7. After having alot of problems with my files being read-only after the upgrade I decided to look at the security permissions and somehow accidentally removed myself as an owner to C:\ (I am the admin user) Clicking on C:\ results in access denied, going into advanced properties of the drive and trying to change any security setting results in the window freezing up for a while then saying access denied, no editor control.
I have tried going through command prompt in safe mode and entering NET USER Administrator /active:yes, NET STOP ProfSvc, access is still denied even in the command prompt on the new administrator user.
I have no idea what to do anymore, I've searched the internet for solutions and found nothing.

On Windows7 Pro,  trying to run IIS.  The way I am used to execute is  on the browser "localhost".  I used to have the code in the directory  C:\inetpub\wwwroot.   Even before I copy,  I am hoping to see
the image IIS welcome page.  Once it is successful, want to copy the code as that was the way I used to do in Window XP.    However I am getting the following message.  I have administrator access to the machine and gave full permissions
to the folder  'C:\inetpub\wwwroot'.  Still the same message. 
Error message 401.3: You do not have permission to view this directory or page using the credentials you supplied (access denied due to Access Control Lists). Ask the Web server's administrator to give you access to 'C:\inetpub\wwwroot'.

Can someone help me to address this issue.  Thanks a lot in advance.

Help...am with AOL dial up and usually browse the internet by minimising AOL browser and using IE. However yesterday stuck a Wanadoo info cd into my pc (bad move !) to get details of their broadband service and somehow I managed to install some software that has now reconfigured by interne access through IE.Basically, I now have a Wanadoo logo on my IE browser and can no longer surf the net once Ive connected through AOL dial up. I can only surf the net using AOLs browser.If I minimise AOLs browser and open IE, I get the following message :"ForbiddenYou were denied access because :Access denied by access control list"I tried removing the Wanadoo prog but it wont go away and tried reinstalling IE but same message comes up.Both AOL and Wanadoo help lines are useless and deny it is their problem- my guess is the nasty Wanadoo cd has corrupted or changed my orginal IE settings but cant work out what it has changedAny one knows whats going on ?

I was upset that I couldn't save to my C drive so I started messing around trying to find a way. I deleted everythig in group or users names thinking I could just assign the Administrator. Now I can't access anything, I cannot run a system restore, I cannot do a cmd to Run as administrator, so on and so on. I have googled my eyes off trying to find solutions. When I click to run some programs I get "The parameter is incorrect".

I have passed on my 5-yr-old WinXP SP2 computer to a relative. Before passing it on, I uninstalled my Norton Internet Security and some other software packages, plus my Tiscali Broadband account. I also created a new user account (full admin rights) for my relative, and deleted my own account.I created an ordinary dialup account for my relative to access his Tiscali email account. For a few days the computer will be without an antivirus package, until he can get one installed.When I set the machine up at my relative's house, Outlook Express connected happily to his email account, and he has sent and received emails OK. However, when he tried to connect to the internet via IE, he got nothing but the following message: "403 Forbidden. You were denied access because: access denied by access control list."IE's Restricted Sites List is empty. Security settings are set to Medium. Spywareblaster automatic updates are working normally. I even tried turning off Windows Firewall, but the problem remained.Could this be anything to do with the fact that he currently has no antivirus software?Any advice on this problem would be gratefully received. I have a Netgear ADSL firewall router which works well with my existing network.I tried to add a new workstation. It can see the other workgroup files, but cannot connect to the Internet via the ADSL. I have set up the brother in laws with a wireless router and the main machine works fine, Their ISP is AOL. On a Windows 98 machine upstairs the wireless network is connected and the router confirms the presence of this machine however the message appears as follows when we try to connect to the internet through IE.403 ForbiddenYou were denied access because:Access denied by control listI`ve read the KB316699 which says I should create a new connection to your ISP. Does that mean I have to install the AOL software and should I really need to?

Hello,

I had to rebuild my PC a week or so ago and now cannot access a website that I have always been able to access before.

I keep getting a message saying "Forbidden. Access denied by access control list" but there is absolutely nothing within my access control list restricting this site.

I then went in and added the URL as an allowable site within the access control list thinking that might help and I'm still forbidden from accessing the site.

I've cleaned out my cache and ran Ad-aware to see if that would help and still nothing.

Any suggestions?

I have installed the BT home hub (British Telecom) There are two user accounts on my pc. I am the administrator, and have no problems using the connection to the hub (either wirelessly or by cable) at all!

I do however, have a problem with any other user been able to connect to the internet. I have tried making them and "Administrator" too, and I get the same error message:

My reasoning told me that it might be a software problem, as a dial up connection, and a standard broadband cable connection all worked peviously with the two "Adimistrator", and "restricted" user accounts.

I spoke to BT who decided that it was a microsoft issue...microsoft UK want to charge me ?49 to help as my XP Home Edition wasn't bought from them, it was pre-installed. I contacted Time Computers for help from them, though I am utterly dissapointed in them...I am a novice computer user, but I recognised that my ?1 per minute technical help call was ludicrous...DON'T USE IT! They spend 5 mins getting and checking your details!

2, I was also told to delete the accounts that were not allowed the access. They told me to click on save files, after I had started to delete the account...they got mixed up with the order of how things are done! Luckily I got it halted!

hey everyone

I was just wondering if anybody could spare some time to help me out with a problem
we have set up a network in our house with the use of a hub and router...we have broadband connected to NTL....with six computers connected

However one of our flatmates computers gives this error message when she tries to use IE: 'Forbidden, You were denied access by access control list'

She uses win XP..

She can still use messenger which shows the connection to her comp is fine... I have had a search around the net with no luck...something to do with her ISP connection although our ISP is well NTL i think..... i just plug and played this computer, no CD or anything...

Hello friends. The pc I use to access the internet is an XP Pro client on a client-server network. I find it impossible to download drivers. Sometimes when I locate programs eg drivers etc and click on DOWNLOAD to get it, the nasty pop-up message is SURF CONTROL. ACCESS DENIED. This makes it impossible to get programs and other material I need from the net. What's the way out, please. Thanx in advance

If you're on a dialup connection, the problem is usually fixed by creating a new dialup connection and deleting the old.

My Computer>Dialup Networking>Make new connection, step through the wizard to make a connection identical to the old except for what you call it. Example: If the old connection is named "Internet," name the new one "Internet2."

If that works, just delete the old connection.

I'm new here, and bear with me, I'm trying to be as helpful as possible, but I'm not the best at following some of this language.

Here's the deal, I've recently encountered a virus that mostly crippled my computer by bogging it down with pop-ups. I've downloaded the following software to help eliminate that:

A-squared free
Ad-Aware
AVG-Anti-Spyware

I'm not sure what the difference is in them, but I've ran them all, in normal mode and in safe mode and since then the pop ups are gone. We get one pop up now, that looks like it's a windows message saying that there is unauthorized activity in effect on the computer and to download this spyware software. I ignore it every time.

The main problem I'm encountering now, is that I have restrictions on accessing my control panel. Even when trying to access it through right-clicking on the desktop, a message pops up saying "Operations have been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Also when rebooting the computer, another message is popping up (as of today) stating that Windows cannot find C:windows\system32\printer.exe.

Please let me know what you need to start out this process of getting my computer back to normal!! Thanks for your help in advance.

I have a Nvidia NVS 5200 M running with Intel 4000 and Windows 7 on a Lenovo T430S.Whenever I load the Control Panel -> Display settings, I can see options just fine, but I click on any of the drop down menus and they appear for a second, then immediately disappear (fast enough that I can't change settings).There's a similar problem when I look in the Intel Graphics Media Control Panel. It constantly appears to be "loading" - the mouse icon turns into a little blue circle off an on, continuously. Similar thing with the settings, too - they appear and let me change them, but immediately return to the original setting. I can change them if I act SUPER quickly to make the change then click Apply. But 99/100 I'm not fast enough.All drivers are up to date. I have no idea what to do (reinstall or uninstall this Intel Graphics control panel? How? Or somehow change a setting on my graphics card).Please help!

Hi. I caught a virus a few days ago and after managing to remove most of it I still cant access the control panel. The icon isnt here anymore and launching control.exe via cmd isnt working as it says that I have access restrictions. Im running XP SP2. Heres the hijack log I just made.

I am pulling my hair out on this one...

I have a new laptop, Averatec 6210, love it, except I can't access my website's control panel. I've adjusted the firewall settings, turned it off entirely, adjusted my Norton settings, turned it off entirely and can't get in! I've added the ports, I've tried adding IE as a program exception. I don't know what else to do!! I've even downloaded Firefox and tried that...nothing works.

Any guidance would be greatly appreciated.

When I try to access Control panel I immediately get a blue screen with the almost screen-size MS logo which almost straight away changes to the desktop complete with the usual icons. If I restart the computer, the first attempt at entering Control Panel brings up the empty Control Panel screen with the flashlight moving to & fro; but that only lasts fro a few seconds before the screen reverts to desktop.

Hi, I had an urgent call by a friend late yesterday arvo who knows zip about computers - said his Nortons AV was reporting a virus -"W32.HLLW.Gaobot.gen" and he could not find how to deal with it. He could not access the internet to get help. I downloaded the removal tool and as much info as I could from the Symantec site, mounted my charger and rode of into the sunset. He is running Windows XP home that's about as much as I can tell you about his system - first time I've seen it! Tried to shut down System Restore - could not access it - only a message to the effect it could not find the link or you were not allowed to access. The system isn't set up to require administration rights to access. That having failed - I ran the removal tool twice, both times it reported no traces of -"W32.HLLW.Gaobot.gen". I then ran Norton AV again - it reported 7 infections - 6 it was able to repair and the seventh was - you guessed it -"W32.HLLW.Gaobot.gen" I quarantined it and all seemed well with access to the internet  restored. However, access to functions in Control Panel were still unavailable as before, some functions worked but all the important ones like "System" don't - I can find no mention that this is a result of the virus nor can I find any fixes.I am also doubtfull that the Virus/Trojan has been removed - if Norton AV is capable of dealing with it why the special removal tool? I cannot access any programs in the control panel. Whenever I try I get the following message: 'Windows cannot find 'C:\windows\system 32\rundll32.exe'

I recently had a problem with Firefox and downloaded Stopzilla and Unique blue registry booster. These programs removed many problems but did not fix the one mentioned above.

Doubleclick HJTInstall.exe to install it. By default it will install to C:\Program Files\Trend Micro\HijackThis . Click on Install. It will create a HijackThis icon on the desktop. Once installed, it will launch Hijackthis. Click on the Do a system scan and save a logfile button. It will scan and the log should open in notepad. go to here and download 'Hijack This!' self installer. Save it to the desktop or other suitable place. DO NOT just press run from the website Double click on the file and it will install to C:\program files\hijackthis and create an entry in the start menu.
Click on the entry in start menu to run HijackThis
Click the "Scan" button, when the scan is finished the scan button will become "Save Log" click that and save the log.
Go to where you saved the log and click on "Edit > Select All" then click on "Edit > Copy" then Paste the log back here in a reply.
It will possibly show issues deserving our attention, but most of what it lists will be harmless or even required,
so do NOT fix anything yet.

I have just finished re-installing everything on my computer after a Hard Disk calamity! I am running Windows XP Home and after installing several programmes I needed to get into the Control Panel to complete my installation. All was well until this evening when I went back into control panel - I can get all the sections in Control Panel but I cannot access any sub menu in the User section! For instance I can go the the Users page but camnnot add new user, change user etc., What I have showing is: Change an AccountCreate a new accountChange my picture and under that is:Mail User Accounts.I cannot remember but I thought that the accounts on the computer were shown on this screen but I cannot get into any of the above! You select "Create a new Account" if you want to add a user. If it doesn't open I would think you're not logged on as Administrator.

Recently I noticed that I cannot access my control panel directly or access any of the services (in control panel) indirectly. Everything else seems to be okay but if I want to, for example, remove a program through control panel ... I can't access it.

When I click on the desktop short cut (control panel) , a window opens but nothing appears in it then it simply closes ... No explanation or reason given. The same thing happens when try to open it with the run command.

I tried starting my computer in safe mode and I could access control panel but there were only 8 or 10 items available but that;s probably normal(?). Because I could access it in safe mode, I assumed there is something loading (or maybe not loading) at start up that is causing the problem.

I had a computer that I did a repair install of xp on. After that I removed some infections and ran Advanced System Care 3. When I went to uninstall the software I used I got the following message when clicking on control panel. "windows explorer has encountered a problem and needs to close." When I click more info in this error message it says the app name is explorer.exe. Isn't the control panel actually supposed to be control.exe?

When I click close on the error message it brings up a window that says: 16-bit MS-DOS Subsystem at the top, then C:/windows/system32/drwtsn32.exe, The NTVDM CPU has encountered an illegal instruction, CS:0000 IP:0077 OP:f0 37 05 14 02, chose close to terminate the application. Behind this error message is a command prompt C:/windows/system32/drwtsn32.exe.

I have ran malwarebytes, spybot, and avg. The system seems to be clean from infections so i don't think it's that. Is this a corrupt registry, and if so How can I repair it without doing a reinstall? I tried the system restore points, but there aren't any from before I started working on it so there aren't any changes to be made. I'd really like to be able to fix this without a reinstall!!!!

Have you tried a system restore? How about the recovery console? In malware bytes it gave an option to set that up---did you? Have you tried safe mode? Try those things if you haven't done so yet and let us know.

I have two problems that I have been trying to solve for some time.
1. System hangs at "Log Off" on shutdown or restart. Every time.
2. When I try to bring up "Control Panel" I get this error msg:

Hi, I am fixing a slow computer for a friend. It was full of viruses, spyware, malware etc. I have ran Avast AV, Spybot and Ad-Aware and have also removed VirusProtectionPro. However the Control Panel still cannot be accessed by any user, including admin. It is not listed in the start menu and the error message received when trying to change desktop settings or access it via My Computer reads:

I got an error while browsing the net on my laptop, error message:

Windows Explorer has encountered a problem and needs to be closed. We are sorry for the inconvenience.
If you were in the midddle of something, the information you were working on might be lost. [Close]

A new icon appeared on my desktop and a new program was also installed. I immediately ran ad-aware se and it pulled up over 300 critical errors. I deleted all the errors but it couldn't remove 2 of them. It instructed that it would be removed if I reboot and ran it again. I did so 4 times.

Upon reboot I get the same error mesg:
Windows Explorer has encountered a problem and needs to be closed. We are sorry for the inconvenience.
If you were in the midddle of something, the information you were working on might be lost. [Close]

I rebooted in safe mode and tried to restore but upon reboot it stated that the computer could not restore at the previous point. I tried that again twice with 2 other restore points with the same results.

I don't have access to any of my documents.

Can anyone help me?

Recently, I lost access to many of the programs from my desktop. For example...when I try to open My Computer, or Recycle Bin, or Control Panel, I get an error panel stating....."This file does not have a program associated with it for performing this action. Please install a program, or if one is already installed, create an association in the Default Programs control panel."

having difficulties accessing my control panel. i am working on a friends cpu and have started the malaware removal. the only thing i can access on the computer is the task manager. Finally got on internet and have ran cc cleaner. now wondering how i can go to add/remove programs through task manager if there is a command i can "run". any help would be good otherwise might skip that step and go on

So here goes...I met another member with the same problem as me, I read the posting and I now know "You have at least one Backdoor Trojan on your pc." Ane he ended up reformatting his computer. I have absolutely no idea how on earth to do this. I see also that everyone is adding hijackthis log along with their problem, but I don't know how to do this either I'm frustrated with my limited knowledge and really hope someone will be so kind as to walk me through it step by step.

The problem - I have a system tray icon that says "Your computer is infected. Windows has detected spyware infection!......" It just directs me to a bogus website.
I also have no acces to my control panel. I receive a message saying "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." After a few minutes I receive a Windows Security Alert "Your computer is making unaothorized copies of your Internet files. Run full scan now....."

I have IE6 and it seems to be working fine. I ran AVG, norton and adware. I removed everything ithey found but still no luck.

When I click on control panel - nothing happens either.
when I click on default programs - same thing
I click on games - nothing happens
I click on music or documents and that search box opens




Can any one suggest any help?
To my mind it seems as if some sort of mapping to the c drive has been lost - but I can't see how to fix it.


I can't really say much more because I can't access the bits that tell me what my computer is (I do have some experience of them - but not much)

The error I get is "This file does not have an association"

When I click on the control panel icon on my desktop nothing happens. When I click on start>control panel I get the same result. I have a power options icon on my desktop and that does not work either. If I right click the power options icon and choose open file location the control panel opens normally. Everything works fine in safe mode though. What could be causing this problem?

I have an e-Machines that is running Windows 7, upgraded from Vista. Suddenly we have not been able to access control panel or any administrative function (and/remove programs, install hardware, network etc.) Get a message that "you don't have sufficient permission to access that function, contact your administrator". My tech guy says it's a virus but can't figure out to get rid of it. My buddy who does repair in another state said to contact this board, and said combo-fix might be the solution. Thanks for any assistance.

I am having trouble getting direct access to Control Panel. If I click on any of the icons to gain entrance, all the icons on my desktop and my taskbar disappear for 2 to3 seconds then reappear.

I can get to the panel by going though Explorer, but this has become a pain as I try to clean up my computer from years of greasy build-up. The only thing I can think of that may have caused this could be the Nvida desktop manager that I ran for about 1 week before turning it off due to instability problems.

Hi all.

I hope someone can help me out. I have an older computer running Window XP Home and sp1. It has been running great until recently. My son plays a lot of World of Warcraft and in the last month the computer would crash every so often. Thinking that it might be a video driver problem (I had a similar problem with another computer) I prepared to uninstall the old drivers and install a set that the video card company says is very stable - the same set I use on my second computer.

I tried to access the Control Panel from the "Start" button and I get an window that says "Windows Explorer has encountered a problem and has to close"

Everything else seems to be working fine as far as I can tell. I can run programs, access the internet, search for files, etc. Also start up and shut down are normal (no errors or anything unusual).

I don't know if this will tell anything, but here is the info from the error message:

Help! I bought my kids a computer - all they access is game sites, but the computer is littered with viruses, trojan horses, malware, etc. I've run a bunch of spyware software and have cleaned much of it up, but I know there is more. I still cannot access the control panel or windows updates as I get a message stating "this operation has been cancelled due to restrictions in effect on this computer. please contact your system admin'. Of course, I am the admin. Previously, I couldn't get the regedit or task manager without the same message, but I've got those items now working. Any help would be much appreciated! I've ran a HijackThis logfile to help facillitate the process.

I don't recall the website I was on I think I went to play something off YouTube music video.  Pop up stated I needed to install FlashPlayer which I knew I had but stupidly clicked anyway. I then was taken to what appeared to be an Adobe FlashPlayer Update box. On clicking yes I was asked about a VAF toolbar which I declined and about a dozen other thing it wanted to add that i said no to . I then had no way to exit other than continue. I now have no access to my control panel (spinning circle then nothing) Ialso donot have IE 9 nothing has shown on scans by Immunet 3.0 or Nortonalthough Norton has blocked quite a few recently.
IE I can reinstall that's not a big deal but no control panel= no system restore or add/remove programs which is a major problem any help will be appreciated

After having an virus invasion and wiping my system clean with avg AV I am having some troubles. Evertime I try to access control panel or properties I keep getting a message saying the administrator is not allowing me to do it. I am the only account on my computer so I'm not understanding. I went though some instuctions on one of the forums step by step, but with no results can someone please help I am running windows XP.

This launches the old syle login promptType Administrator ins the username area and press enter.This should log you in under the default Administrator account which is normally not shown on the Welcome Screen. Try the fix at Kelly's Korner.Restore the Control Panel - #256 on the left.Right click on it and save the .reg file to your desktop. Then, double click on the file icon (on your desktop) to merge it into your registry. Please download and run the following programs:

AD-AWARE

Go here: http://www.lavasoftusa.com/support/download/
and download Ad-Aware 6 Build 181

Install the program and launch it.

First in the main window look in the bottom right-hand corner and click on Check for updates now and download the latest reference files.

Make sure the following settings are made and on -------ON=GREEN

From main window: Click Start then Activate in-depth scan (recommended)

Click Use custom scanning options then click Customize and have these options selected: Under Drives and Folders put a check by Scan within archives and below that under Memory and Registry put a check by all the options there.

Now click on the Tweak button in that same window. Under Scanning engine select Unload recognized processes during scanning and under Cleaning Engine select Let windows remove files in use at next reboot

Click proceed to save your settings.

Now to scan just click the Next button.

When the scan is finished mark everything for removal and get rid of it. (Right click the window and choose select all from the drop down menu and click Next)

Recently I noticed that I cannot access my control panel directly or access any of the services (in control panel) indirectly. Everything else seems to be okay but if I want to, for example, remove a program through control panel ... I can't access it.When I click on the desktop short cut (control panel) , a window opens but nothing appears in it then it simply closes ... No explanation or reason given. The same thing happens when try to open it with the run command.I tried starting my computer in safe mode and I could access control panel but there were only 8 or 10 items available but that;s probably normal(?).  I have an HP Pavilion m7580n which runs on Windows XP. For a couple months now, after downloading some songs, when I try to get to the control panel I get a message that says I can't do so without administrator approval. Don't have an administrator. I have also been infected with Winantivirus2007. I think I have gotten rid of the virus but I can't access my Control Panel, I have no Admin. rights (I am the Admin), and I can't do a system restore. I have read many of the threads on this problem and I'm wondering if I need to do all the downloads and post the logs in order to restore the above problems? I am unable to access my Control Panel, Add/Remove programs, etc. I get the message that this is restricted and to contact system administrator.

The machine had not been used for about 6 months prior to the end of January. I loaded Norten Internet Security and went online via a Trend Net wireless network.

Access problems have only increased, as I can't even use a printer.

Any help will be appreciated.

You need to look into your Norton settings, you may have your permissions all messed up. Also make sure your using a admin account not a normal or guest.

I can't access my control panel, and I've tried many different ways. I get an error message that says I do not have access to my control panel and to contact the network admin, which is obviously rediculous since that would be me.

I can't use my live update with norton 360. I've also been using AVG to try to get rid of all these viruses, adaware, etc. It usually shuts down on me if I walk away and scan it because it overheats, and whenever I open up a new tab in IE, it doesn't go to a blank page like it should, it's some random adware page . Still I have deleted all my temp internet files even though I can't get into internet options from the control panel and do it the easy way... I'd rather not wipe out my whole comp!

If anyone could help me that would be really really appreciated. I made a post a while ago, but never had HijackThis until recently my friend gave it to me and I assume it helps narrow things down. I have an idea of a few things that look bad, but I don't want to delete anything without some expertise.

Please download (save) SmitfraudFix (by S!Ri) to your desktop. SmitfraudFix runs under W2K, XP only.

Extract the content (a folder named SmitfraudFix) to your Desktop. Select all of the contents and Extract them
to a new folder called SmitfraudFix.
Open the SmitfraudFix folder and double-click smitfraudfix.cmd
Select option #1 - Search by typing 1 and press "Enter"; a text file will appear, which lists infected files (if present).

I know this question has been asked before, but I tried everything in those posts and still can't get to the control panel. Tried to run the .cpl files and get the same error "This opertion has been cancelled....Please contact your system administrator." Problem is, I *am* the system administrator.

It is on my husband's office's main computer. It started out when the computer was hijacked. I ran regrun and cleaned off a bunch of stuff, but now, he can't network his computers (this one - the broken one) won't let you set up file sharing so that he can access his management software from the computer in the treatment area. This has just happened - about 3 weeks after I cleaned the system.

Since I have a degree in computers - he thinks I can fix it. I haven't got the slightest idea what to do. I am posting my HiJackThis log in hopes that it may help.

Oh, have also run about:Buster - it finds nothing - but when I close, pops up the error "Run time error ' 339': Component 'comctl32.ocx' or one of its dependencies not correctly registered: a file is missing or invalid."

Warning - I know just enough to be dangerous....

some of the messages I am getting:

When I go to control panel, it has been completly removed from my start up list and when I go to Run: Control Panel, I get this message:

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."
Then I get random notification:

Warning: Potential Spyware Operation Your computer is making unauthorized copies of your system and intenet files. Fun full scan now to provent any unauthorised access to your files! Click yes to download spyware remover.....

please not that unauthorized is spelled incorrectly in the notification

If I follow the sequence I get:

Notice: If your computer is infected, you could suffer data loss, erratic PC behavior , PC freezes and crashes. Detect and remove viruses before they activate themselves on your PC to prevent all these problems. Do you want to install AVSystem Care to scan your PC for malware now? (Recommended)

When I fo to install AVSystem Care I get:
Security warning does not have valid digital signature

and

AVSystem Care - security System Blocked

in addition, I can't get my Norton Scan to complete.......It doesn't even scan one program.

So the bottom line is that I can't use Control Panel....and Norton can't scan and I don't know what this AVSystem is and the pop up warnings are interfering with the functionality of my computer. Help!!! ... Read more

I cant get into MyComputer, Control panel, search page etc, i have run norton windoctor and it keeps finding this problem and it says: Invalid activeX/com entries (1 problem) the activeX/com sections of your windows registry contain one or more invalid entries. this can cause documents to open inproperly applications not to run or your computer to crash. I then click repair and it says it has but i then scan it again and it comes up with it again. please help i dont know what to do. its windows xp packard bell

Hi, can you get to Start>All Programs>Accessories>SystemTools>SystemRestoreif you can follow the above, then try a System Restore to an Earlier Time. If you can get that far make sure you choose a date in the calender that is shown in Bold print.Cheers.

i am using windows 98 and when i access control panel i connot open any of the folders in it such as network, keyboard, mouse, internet options and morehow do i gain access to these optionsthx

P.S  when ever i do click on a folder such as network, keyboard, mouse etc it says "access to the specified device, file or path is denied". this was working fine a couple of days ago i dont know what happenedthx

I recently a message balloon window stating to download spyware killer on on bottom. It came on every 10 seconds. I had this b4 and it was malware. I ran smitfraud and got rid of balloon but now I cant bring up task manager and my control panel icon on programs disappeared. I get please see system manager. Thats me . Using xp sp2.. Now my avast virus won't activate. pleas help with suggestions . Thanx

Answer:No Taskmanager Or Access To Control Panel?

You can... a. Run sfc /scannow and it will restore/replace any damaged/missing system files. b. Run chkdsk /r in case it is only a problem with scrambled files or minor hard drive irregularities. c. Do a repair install of XP (which may or may not correct whatever is wrong).Before doing any of these, you should do a thorough check of your system for malware (using AV program and at least one reliable program for adware/spyware, etc.).Are these the only known problems with your system?You might also take a look in Event Viewer, focusing on errors which call for attention from user/owner.What is the Event Viewer, and Should I Care - Ask Leo! - http://ask-leo.com/what_is_the_event_viewe...uld_i_care.html Louis

Hi

After spending several days trying to set up a crossover cable network between 2 PCs and failing dismally, I've just bought myself a cheap ADSL router from eBay.

It's the D-Link DSL-504. The 2 PCs can see each other and are happily sharing files etc.

But to configure the router to access my net connection (2 mb Pipex) I need to get into the router's control panel. Surely to do this, all I have to do is tap http://192.168.0.1 into IE and up it'll pop. But sadly it won't.

Can anyone shed any light?

Hello all,I went onto a few websites a few nights ago and kept getting the message something like "you must click yes to veiw this website" so i kept clicknig now and closed the window and started again (i must add it wasnt porn it was a msn unofficial upgrade site! :-) ) but from then on i have additional toolbars at the top of my screen while i have to keep selecting and geting rid of everytime i open up a new window, but more worrying i cant get into: My computer, my documents anything such files or folders, when i click on them the who screen seems to refresh and restart again but not fully, i've run norton antivirus and found nothing but this is seriously worrying for me.Can any of you please lend any assistance?Any help would be much appreciated.ThankyouScott

Really hoping someone can help me out here. Some time ago, my PC became infected with a trojan horse and I followed the advice provided by Norton to remove it.

However, I cannot now access the control panel in normal mode and also cannot restore 'system restore'.

What is also weird is that I have two user accounts set up on the machine and only one of them seems to be able to access the internet.

...and I cannot access the ITunes store through ITunes (despite the fact that the ITunes diagnostic test gives a positive response!)

Can anyone help? Is something sinister happening?

All of a sudden, I can't access the SYSTEM window under control panel or from anywhere else, and anything within system I cannot access either, when I click on SYSTEM in control panel, nothing happens. Everything else in control panel works as it should. For example, if I click on "Change name of computer" directly from control panel, it also doesn't work, because it would open the SYSTEM window which does not want to open.

This is weird indeed, please help if you can, I really don't want to reformat yet, I got everything working as I want. I tried system restore, accessed that through RUN command (rstrui) but when I try to go to one a week ago, it says I have errors on C and won't go, even tho there are definitely no errors (checked with many programs, including chkdsk /f and sector check at bootup).

Hi and welcome to the Security Forum.

Apologies for any delay in replying, but we have been rather busy lately, and, of course, all our helpers are volunteers.

Since it has been a few days since you first posted, please follow these instructions if you still need assistance.

Download Deckard's System Scanner (DSS) to your Desktop . Note: You must be logged onto an account with administrator privileges.Close all applications and windows.
Double-click on dss.exe to run it, and follow the prompts.
When the scan is complete, two text files will open - minimised > extra.txt and maximised > main.txt.
Copy (Ctrl+A then Ctrl+C) and paste (Ctrl+V) the contents of main.txt back in this thread (do not attach it).
Please attach extra.txt to your post.


To attach a file to a new post, simplyClick the[Manage Attachments] button under Additional Options > Attach Files on the post composition page, and
copy and paste the following into the "Upload File from your Computer" box:C:\Deckard\System Scanner\extra.txt

Click Upload.

I will monitor this thread for your reply.
